The improvement of reservoir operation and management level is conducive to make full use of reservoir functions, in order to further explore ways to strengthen the management of small reservoirs, this paper summarizes the achievements of the establishment activities of the demonstration county for the reform of the management system of small reservoirs in Anhui Province, puts forward a management mode in which professional management and protection service institutions are uniformly responsible for the management and protection of small reservoirs in the region, so as to absorb rural labor force, enrich the management and protection team in the way of work relief, and ensure the employment and income of the people in the project location, and also puts forward suggestions on labor force optimization, labor remuneration payment and skill training, the guarantee measures for the development and utilization of the existing water and soil resources of the reservoir and provides reference for water administrative departments at all levels.
